Dual TVET Implementation

Course Descriptor
This course provides a comprehensive overview of the principles and practices involved in dual training within Technical and Vocational Education and Training (TVET). It is designed to equip TVET institutions and partnering companies with the knowledge and skills needed for effective course and curricula selection, acquisition of training slots, dualization of curricula, intake of dual training classes, training implementation and coordination, assessment and certification, and transition to the labour market.

Course Learning Outcomes

By the end of the course the participants should be able to:
1. Select and design courses and curricula that align with industry needs and standards.
2. Acquire and manage training slots in collaboration with industry partners.
3. Dualize curricula to integrate theoretical knowledge and practical industry experience.
4. Effectively manage the intake process for dual training classes.
5. Implement and coordinate dual training programs, ensuring seamless integration between TTIs and companies.
6. Design and implement competency-based assessments that accurately measure and promote essential competencies.
7. Review and refine assessment practices to meet the evolving needs of learners and organizations.
8. Facilitate the transition of trainees to the labour market, ensuring they are equipped with relevant industry competencies.

Background of Dual Training

The Dual Technical and Vocational Education and Training (D-TVET) model integrates learning at Technical Training Institutions (TTIs) with industrial experience and mentorship through incompany training. This Competency-Based Education and Training (CBET) approach promotes collaboration between TTIs and private sector companies. Introduced in Kenya in February 2020 with support from the German Ministry of Economic Cooperation and Development (BMZ), the German Development Agency (GIZ), and the German Development Bank (KfW), the pilot phase split training equally between TTIs and companies and involved seven TTIs in Nairobi and Western Kenya. GIZ designed the CBET curriculum and built capacity among trainers and business organizations, while KfW developed and equipped TTI workshops. Recognized by the Kenyan government as addressing the skills gap and youth unemployment, D-TVET aims to equip trainees with relevant industry competencies, enhancing economic productivity and growth. The facilitators guide for D-TVET implementation provides a step-by-step procedure based on lessons from the pilot phases, offering best practices for management, supervisors, and trainers at TTIs and partnering companies. It targets those familiar with TVET and D-TVET terminology, providing experiential guidance rather than precise standards. Given the high youth unemployment and the impact of COVID-19, lifelong learning and investment in education are crucial. The DTVET model, inspired by successful systems in Germany, Switzerland, Denmark, and Austria, shows significant results in increasing training opportunities, reducing youth unemployment, and fostering economic growth.
SCOPE
This UNIT explores the role of dual training within the Technical and Vocational Education and Training (TVET) ecosystem, focusing on the background and rationale for Dual Technical and Vocational Education and Training (D-TVET). It covers the benefits of D-TVET for various stakeholders and provides an overview of the implementation steps involved in the D-TVET model.
